I knew George had to get permission before he made any major decisions/announcments, but I thought they would at least let him make this one on his own.

He was at the UN security council and because of the different cultures represented he wanted to be sure that if he left the room it wouldn't be seen as insulting (as if what they were saying was unimportant)to someone. Conde Rice would certainly know, being a career diplomat.
