Constable Protest?

Figures are for "Annual Salary", "Annual Allowance" and "Longevity"
As you probably read in the Messenger, Wise County's constables wanted a pay raise. Specifically, "Precinct 1 constable Tom Bishop and Precinct 2 constable Leonard Denney requested their salaries be increased from $32,000 to between $45,000 and $48,000." Precinct 4 constable Kevin Huffman and Precinct 3 constable Doug Parr also wanted a raise but the article is silent as to how much. According to the Update, those requests have been denied. But I'm hearing a very uncomfirmed report that, in light of the decision denying the raise, one or more of the constables have removed the "official striping" from their cars. Once again, this is triple uncomfirmed, but if anyone can provide any information, do so. (And try to avoid personal attacks on the elected officials. I'm feeling nice today.)

I believe our judge and commissioners acted in a very responsible manner for the interests of the tax payers.

People are struggling financially everywhere. It is NO time to be raising salaries.

Shame on those constables for even having the gall to ask for one.

I, personally, would have looked into the pay before I ran for that office. Getting in office and then demanding a raise after the fact is pretty bold. Who do these guys think they are? Senators??? Ditto, God Bless Dennis Hudson!

I agree with 3:40. Thank you commissioner's court for not raising our taxes. Many people are struggling right now and many have taken pay cuts just to keep their jobs. It is NOT the right time to seek raises, especially since you knew what the job paid when you ran for office!!!!

First, the county commissioners made the right decision on behalf of the taxpayers by not raising our taxes until the economy can recover and people go back to work. Any employee who demands an increase and in the case of the two constables should be told their is NO money for raises at the expense of taxpayers who are not getting raises and are losing their jobs!

Bishop was elected and took office January 2009. He knew the pay scale and the duties of the job. I bet if he thinks he is underpaid, Dennis Hudson would be available to help out the JP and work with the sheriff, without demanding a high pay scale.

Someone on the commissioners court need to talke to them straight. Robert Rankin had a way of getting the message across!

Well the commissioners conveniently gave themselves a big raise last year. They get 68,000 in salary and 16,000 for fuel. It takes 0, Zero, Nada training or experience to be a commissioner. On the other hand it takes 700 hours training to become a police officer. Last I heard being a commissioner is safe, unless they fall out of their pickup truck. Maybe you should all call a commissioner next time you have any law enforcement matter. Of course they will have to bring all their precinct road hands, so they can all watch while one works. Don’t judge all of the constables by one bad choice. I know 2 of them very well and they are good qualified officers. How many of you want to deal with the trash of the county for 32,000 a year.

The county is giving them all county cars to drive (buying Bishop's for him to drive)since they had to have them one month after taking office...vote straight ticket again next time why don'tcha!

I personally saw Precinct #2's vehicle today on the square and it still had the stripping on it so it had to be one of the other constables that took it off. Maybe someone else like the commisioners need to take the pay cut and pay the deputies and constables more money since all the comissioners do is ride around in their damn pick ups all day an dont do a damn thing for 68,000.00 a year plus gasoline they are burning. The deputies arent getting a damn penny from the comissioners when deputies are out there putting their lives on the line everyday they work and some cant even afford to make a living by feeding their families!!

Well unlike alot of you armchair quarterbacks, I actually had the balls to go ask one of the new constables about the current situation. When the constables took office they did know what it paid…..$48,500. $16,500 of this was labeled as a car allowance since the county didn’t provide them with a vehicle to perform their duties. All of this money is taxed and rolled into the constable’s paycheck (just like the commissioners) to be spent like any other person who draws a paycheck. Well I don’t know about you, but it doesn’t cost $16K a year to put gas in a car.

When the new constables went to their insurance carriers to get an insurance policy that would cover their personal cars for use as a law enforcement vehicle, they were denied. The only way they could get a policy was to omit the fact that they were using them for police work. The county’s insurance provider (Texas Association of Counties) told the county that if the constable’s insurance wouldn’t cover them in case of a claim, then the county’s insurance would not cover the county, leaving the constables AND the county open to liability issues (lawsuits cost the taxpayers money). This prompted the commissioners to go ahead and provide the constables with a car, like nearly all other counties in Texas do.

With the county now providing cars, the allowances will go away in the new budget (October), which is a pretty big cut in their paychecks. They were not wanting more money than they currently make. Two of the constables were merely asking for some adjustment in the salary to help compensate for the loss of income (removal of allowance).

Of course this explanation will likely be ignored, because you whiners wouldn’t have anything to piss and moan about. I remember the days when we had constables that drew their salaries and you never saw them, unless you had to pay a visit to their gas station. Now we have some new guys who are trying to make professional/active offices out of their positions (granted, one of them seems somewhat misguided), and you people are raising hell…….. Maybe they should go back to the old ways and sit on their butts and smile all the way to the bank with our tax dollars. With people like you, I wouldn’t blame them.

As a member of law enforcement,you are right about Dennis being a loss. The straight ticket voters screwed him. But Huffman and Parr are good guys. They both left higher paying jobs. 32000 is low pay for any job which requires the training and risk law enforcement does. I would not do it for that little. In Surrounding counties there is a slight difference in the SHERIFF and a constable. In Wise county the sheriff makes more than double. Both positions require the same training. Can you figure that out?

anyone familiar with law enforcement would know that their personal automobile insurance will not cover using your personal vehicle for emergency use. Would you not research a job prior to applying? I do believe I would. They should have known that there vehicle and gas allowance would be 16k. If they would have, then they would know what their annual salary would be for the year. I do believe the commissioners made the right decision. However, I also believe they are over paid!!

The constables in pct 3 and 4 were the ones who removed their stripes from the county owned vehicles.

Here is my question... How much did it cost the county to place those stripes on the cars.

I bet it cost more than a grand. Both of the constables made poor choices by removing the stripes. I say the commissioners need to take the cost of the stripings out of the contables checks.

I saw the Precinct 3 Constable's car this evening in Aurora. It has stripes and Constable on the side of it.

I do think that it's strange how no one seems to care that the commissioners are paying themselves $84,000 per year with their allowance!!!! And Richardson was fighting for another raise this year. They gave themselves a raise this year until everyone started raising heck over the tax hike. Now they have backed off of it. Check the records. See that they have raised their salaries and allowances every year.

Of course all this is hypothetical since we have no pics of said vandalised public property. But if they removed the striping from a county vehicle, wouldn't that be considered vandalism and destruction of public property?

Will they be charged with any crimes or will they get a "professional courtesy"?

What would happen if Average Joe Taxpayer decided to remove the stripes off one of those shiny new Chargers in a counter protest? Do they get a free pass, too?

Will they still be able to park in the handicap spaces at WalMart when they shopping without the stripes?

I was doing just fine until I read your statement, “How many of you want to deal with the trash of the county for 32,000 a year”. I think you may need to be reminded of a few things. Please keep in mind that I respect and admire most of these men.

First, the current Constables spent money campaigning for this “32,000 a year” position so they could “deal with the trash of the county”. Why do you compare them to the commissioners? I thought they wanted the job to protect and serve the county; not protest unfair wages. Let me assure you that currently, there are hundreds of people who would line up for $32k a year and a company car; add a gun and a badge to the job description an they would probably take less!

Second, many people are unaware that Wise County Constables are not a physical necessity; but due to the state’s bureaucratic rules, we must have them none-the-less. Locally, their purpose was to serve warrants; since actual law enforcement is adequately provided by the city, county and state. They were not a liability until they started carrying a gun, radar and driving a high performance vehicle.

As an elected official, the next rung on the Constable’s political ladder is funding an office; complete with staff; redundant of the city police department or sheriff’s office. I don't believe they will be satisfied until they get funding for an entire administrative center.

To my knowledge, the Constable pay issue in Wise County is at least 30 years old and has always been the same. A few Constables, after elected, suddenly become displeased with their pay and demonize our commissioners for unfair treatment.

To hell with protect and serve, they are elected officials and can’t be fired! If we don’t give them a raise, watch them tear a thousand dollar decal job off a county car and stop helping with traffic surveillance! The county may have to get a deputy to work 10-20 hours a week to do the job...

One question; if the county owns the vehicles, wouldn’t it be a crime to remove or deface government property?

I guess everyone is happy with Commissioners who repeatedly buy old buildings and dump millions into them and you hear no one complain. No one complains about their salary and County bought vehicles in their name. No one bitches about constant pay raises for the commissioners and piss poor raises for other county employees. I know when you are getting your crap stolen, the crap beat out of you, or need Law Enforcement in general, you don't give a rats behind who shows up wheter it be a Deputy, Constable or City Police. You just want someone to show up and help. So how hard is it to figure this out, No pay increase, just a change in allowance to salary. That was hard wasn't it. No more more than what is already being spent and no higher taxes for everyone to complain about. Everyone seems happy with the old days, so there should really be no issue as to wheter stripes were removed from patrol cars. No one complains about the Sheriff, Commissioners and other County employees supplied with take home, unmarked vehicles using them for their everyday personal use at Tax payers cost, so no valid point made there. Commissioners here continue to show their low level of education and pocket padding ability. Next subject.

Constables, JP's???? Why have either. Jp's aren't even a lawyer, but they preside over cases? How many states have either? Last I knew just a few. Why have a County Attorney and District Attorney. Co-companion cases get seperated for prosecution causing more hearings... Just have a DA office to preside over all criminal cases and wrap a defendants cases together instead of waiting for the DA to help the CA.

We have municipal courts for tickets, how many more do we need?
We have three courts for tickets in Decatur, JP 1, JP 2, Decatur Municipal. Two courts in Boyd that have the same Judge presiding over both, JP 3 and Boyd Municipal.
If anyone wants to contest the County Attorney has to leave his job at the courthouse and go to these little courts where the Judge not even a lawyer. If a person can afford it alot of the time these cases get appealed to the County Court anyways. Wonder what the cost to tax payers is for the 4 precints, courthouses, employees, Judges, constables....

If John Doe worked for a private company that provided a car allowance that pays for the car, the insurance, repairs, gasoline, oil, etc.. in the amount of $16,000 and the company decided to provide the car, insurance, repairs, gasoline, oil, etc., how has John Doe's benefits been cut? The answer is it hasn't changed benefits unless John Doe was using the car allowance as income or using the car while not working for the company. Was John Doe reporting this to the IRS correctly?

The county providing the vehicles and the expenses along with the same salary is fair since the car allowance should never be more than providing for the duties and responsibliities of the job! That is how it is in the real world.

5:05 People who are served court papers are not to be called trash. Constables should deal with serving warrants and serving as the baliff for the JP office and leave the criminals to the sheriff's department.

I think this can be summed up by saying that constable is a part time position with a part time compensation. Noone asked TB to sit out on 380 6 hours a day writing tickets. If that was needed, a highway patrol or county traffic officer could do it cheaper. These guys are trying like heck to create the job they always wanted, instead of fulfill the job to which they were elected. Dennis hudson never complained about salary or vehicle insurance because he wasn't flying up and down the road playin deputy dog. He was an officer of the court and the pay fit the job. If these geniuses are really lobbying for a pay increase based on removal of a vehicle allowance, aren't they standing in front of the commisioners waving a flag to tell them they have been misappropriating county money. I challenge everyone that reads this to contact the county and insist on prosecution if constables defaced their county owned vehicles. If these fools aren't held accountable now they will push the envelope a little further in the future. I think a job worthy of 40+ thousand a year deserves someone mature enough to not break their toys when they don't get their way. If you are that immature should you really be carrying a gun?

The idea of such raises is ridiculous. They are now supplied a vehicle with expenses paid for. I do not believe that a constable should be running up and down the highway trying to catch speeders. 40,000 miles that has been accumualted by one constable is beyond me. Just as some others have said we need more Dennis Hudsons in thi job. Straight ticket voting does not work. As for removing the stripe off the vehicle that person should be fined for destroying government property.

If that's the case then eliminate the positions and offer this as a part-time job to deputies.

The position of constable is not to be a redundant traffic enforcemnt officer when DPS, City, and County already do this. And pay should reflect that.

Please examine the buildings, positions, and budgets of this county and your city. This is your money being spent. Remember that the next time you go to one of the many courts to pay a traffic fine and you walk past the stone facade, ornamental steel, etc.

Remember that the next time you wonder why we need full-time constables instead of more deputies.

Constables only have to serve paperwork. I understand because the economy has tanked that they are serving more papers now than ever before. Lots of people are now being served for not making on loans, etc. So I can understand a modest increas is in order.

But Bishop is asking for a 50 percent increase in pay. That is out of control. He only wants it because he's become a renegade robocop out there. He patrols for 10 to 12 hours a day for no reason. We have deputies, police officers and state troopers to patrol. We don't need constables to patrol

Bishop likes this position because he doesn't have to follow the same rules and protocols as a regular deputy or officer. He's on a power trip. If he wanted to patrol, he should have joined the sheriff's department.

Just serve your stinking papers and shut up.

That is funny you think the sheriff's office is going to do a lot of traffic enforcement. Why would they want to do that when they have been forced to write a report for every ticket they write. Walker can't compromise his elected position by allowing deputy's to do their job. Walker's philosphy is just as Phil ryan's was, leave it to DPS. Everyone knows Doug whitehead run the place.

Has anyone suggested that most of these individuals have very little expertise or special capabilities? For instance, Commissioner Terry Ross was a second string meat cutter before being elected (mostly because he ran as a Republican). This guy is like so many others on the list and they are all over-paid for doing very little. The Constables do what? Their experience requirement is what? Bottom line is that these government employees are vastly overpaid for doing very little.

Few if any deserve a raise in this lousy economy.

Has everything to do with this constable and cost alot more than any other building except for the J P building by the Post Office... 3:10 - you are right - most of these commissioners don't do a whole lot out at the precinct yard, but they DO handle your tax dollars and that should be priority for us.

And if you think they don't do anything now, just wait until the county goes completely to the Unit System.

The state requires these positions.

Go argue with them if you don't like it. Good luck with that.

Frankly, lately, I appreciate these folks turning down those exhorbant raises and not taking any for themselves.

Can you not at least appreciate that?

Interesting that we find everything wrong with the commissioner's court and when they do something sensible for the taxpayers, we don't even have the manners to say, "hey thanks".

Facts please, haven't seen any arrest by Bishop. Why do you pick on him? His son and wife are great Lawyers that he can consult for advice for free saving taxpayers money on education. Mrs. Bishop was responsible for bringing in the FBI and trying to clean things up with law enforcement in this area.
2:23 your right about who runs the Sheriffs Dept. Walker is an overpaid political animal. He doesn't even answer his own letters. No passing the buck to Whitehead though, just the duties.
How many deputies are on patrol for 950 square miles in an evening shift, last I heard two. They mostly drive around businesses after hours.
I know they have never heard of an confidential affidavit- (informant) to work drug cases. Most drug bust come from traffic stops by city officers or DPS.
Can't figure out why their are not more dwi arrest from Gala's in the afternoon.
Didn't Constable Huffman, Precinct 4, work as a Wise Co. deputy prior or still??? to the elected position he has now? His car has no stripes but lots of antennas, dark windows and black.
It seems their are no officers for civil standbys when a protective order is served to help citizens get some clothes and personel belongings when evicted due to domestic violence. Excuse me but do you hear the word violence. Aren't you suppose to keep the peace?

Dear Sheriff Walker,

According to some on this panel, an elected officer who removes striping from a police vehicle should be prosecuted. Unfortunately it has come to my attention that you have also removed, had removed or allowed to be removed striping from some of your fleet vehicles, more recently one of your traffic enforcement trucks that was assigned to administrative duties. According to our panel this is criminal. Therefore it is my duty to inform you that I am obtaining a warrant for your arrest for vadalising public property. And since a number of new sheriff's constables and police chiefs have taken over their respective offices, I have received knowledge that many of them too have removed striping from public owned vehicles, some replacing them with different stripes. The Denton County Sheriff alone vandalised a fleet of over 50 marked cars when he took off the stripes and replaced them with different ones. With this overwhelming amount of criminal activity by law enforcement officials, I have called in the Attorney Generals Office to prosecute you all. When the warrant is issued I will expect you to turn yourself in and face justice.

I was driving down Hwy 380 past the Sheriff's Department today, and what did I see parked in back at the maintenance shop? It was the County Fire Marshal's truck..... And the official stripes had been removed!!!!!!!!! VANDALS!!!!!! File more charges! POWER TO THE PEOPLE!!!!

However this straight ticket crap is getting old. Never heard any
bitching in the 70's and 80's when all the liberal dems. voted straight ticket. It's fine for you to vote how you want. So let everyone else vote how they want,and quit your crying.

I cant get over the fact we have yoyos living out here that will turn a blind eye to the shady elements on their butts raking in extras in the commissioners court and sharif and the same yoyo's will turn around and attack a lowly paid constable for asking for a raise. Nothing changes out here. Many have found it easy to exploit the peple out here. Sad bsness for sure. Drug busting you was saying? They have always been drugs here and so few ever get busted and we got to wonder sometimes. Time we had a new goverment made of all new folks and not any what are kin to the ones here right now dont you think.
