He should have gotten someone to turn him in for the $1K reward, then split it with them.

He "turned himself into" a Police Department? Amazing. I'm surprised he chose to transform himself into the Bowie PD. If I was going to turn myself into something, I think it would be a bird, a tiger, a kitten, or something like that. I don't think I would turn myself into a police department. I'm just totally astonished.
