Yep we suck. The USA only has about 5% of the worlds population. But we have 25% of the worlds criminals. Texas executes more prisoners then the rest of the USA COMBINED yet we have the highest crime rate in the nation. Also we have more people in our prisons then all of Europe's prisons 5 times over.
Obviously executions and prisons don't promote safety and security. So why do we in Texas and also in the USA seem to rely on severe punishment? It just doesn't work.

Those other states need to step up and get with the program.
