I am confused on this story. If you look on the website, the caption under the picture says that "officials" claim it will reduce energy costs by 10-15%, but in the actual article it quotes Eddie Bland as saying it will be 30-35%. Which is it?

Obama money in action. Hopefully the school has a guaranteed performance in return for whoever owns the equipment taking the tax incentives. Bet there were government grants involved as well. The true capital cost for this project will have actual busbar cost of 30 cents per kwh or better, so the govt will have to fund 2/3 of the total cost for it to make a good news story on green. Technology has improved but will never stand on its on in a true cost scenario.

I would be very interested in seeing how much the installation cost the school.

Typical returns on investment show a 20-30 year break-even on most large installations. Depending on how much of the school is powered by the panels.

And as one post pointed out, panels life span are only about 20-30 years.

Liberal green people are blind. They believe all the fantasies about solar and wind power but have no idea what a fuel cell is or how they are being applied around the world. My two most liberal friends have 20-year-old air conditioning systems that are hogging electricity and polluting the world. They have no idea what SEER, EER, or COP stand for. They will spend billions for fraudulent solar and bird chopping wind power but did not even look at the basic energy hogs in their homes or school buildings nor do they understand them. They have no idea how much something as cheap as solar screens would save them, the school district, and the country. They are sucked in by everything they hear from TV newsmen because they look authoritative in suits, professional makeup and groomed hair. And the blades on the wind turbines at Roscoe sit iddle today.
