I BELIEVE that is the photo or one VERY like one taken during the Great Wise County Flood of 1990ish near the bridge just east of the Devon (then Mitchell) plant entrance.
If you look real hard you can see TxSheehan flowing south.
That's 3259 between decatur and Paradise.
