Not knowing all the facts, but one appears to be at least a "knowing" act of LEAVING a child in a car, and the other could be a case of a child GETTING INTO a car without the parents knowing it (since the child seems to have been considered "missing")? Facts may drive the difference.
Facts can determine the way the cases are treated.

Toddler's Hot Car Death is a due to another dumbass parent not paying attention. CPS should take all (if any) other children in the posession of this parent away from them. NO EXCUSE FOR THIS!!!! NONE NONE NONE so don't even try to protect idiots like this.

with the hi-tech gadgets we have today, there should be some device that should be mandatory when small children are riding in a car. i believe this is as necessary as seat belts. it seems it would be a simple alarm type application.

I had the same school of thought as most of you until I became a father. Working long tiring hours I have been at work and thought "did I take my kids to daycare today or did my wife" I've broken out in cold sweats and ran to my truck to double check even though I knew for certain I dropped them off. My wife and I text, daily, letting the other know the kids are safe.
Scares me to death.
Make the parents die the same way they had the child die.

I have kids who are now adults. I always knew where my kids were when they were little. (As teens, it was a different story).
You share the kid duties with your wife. Somehow at my home, it was all my responsibility. So I never had to call him to know where the kids were.
