Despite the movement of said Disney characters to a less sexually-oriented display, not taking in to consideration what Santa is now able to see, I still doubt the County nor the City of Decatur has paid copyright fees for use of said Disney characters. That's deplorable, and potentially grounds for a copyright infringement lawsuit. They should be ashamed.

4:11 Has it occurred to you that these "Disney characters" are YARD ORNAMENTS, sold on the open market for the purpose of displays such as these???
Disney would have gotten their cut when they licensed the sale by whatever yard ornament company manufactured these pieces.
What ... did you think some budding artist in City Hall just sat up one night and produced these displays in their spare time?
