Old pic that was going around a couple of years ago. Those are the Tampa Bay Bucs cheerleaders with Tech logo photoshoped on. As a bad Tech alumn I can confirm they are not that good looking.
I think that 12:07 is correct. If you look closely, you can see the trunk of a palmetto tree in the left background. This also looks similar to the architechture of the TPA airport.
Those bikinis would be for the purpose of posing, anyway. They would all be wearing the same thing, yes - but they would be one piece suits. Bikinis are not aerodynamically suitable (or hydronamically suitably, whatever!) for speed in the water. And yeah, swimmers have more muscles than those gals do.
Note that they do not have the ol' double T on the same side of each top. These are not uniforms. Just an observation from the photo. Personal inspection is still necessary.

I took a pretty close look and I think I see where they mighta used some hair brushin here and there.
As a graphic artist, I can say this is 100% a bad photoshop fake.
That is a fake - everyone knows black people cannot swim.

But, it got my gun up.
