America has an insatiable appetite for drugs. Interdiction of drugs has not worked and will not worked as long as there are consumers that want to use them. A person who is substance abuser whether by drugs or alcohol can be dangerous if they drive a car or do some other type of act that endangers the public. I think Ron Paul is right on this one. If anyone is impaired and cannot drive a car, arrest them and put them in jail. They are responsible for their actions. Putting this lady away for a few years doesn't do anything more than take a week of the Court's time to try her and then make the taxpayer pay to house her.

In my many years of wisdom I have noticed a pattern. The best way to find out if someone is a drug user, drunk or even a speeder, is to ask them their opinion on the matter. Most will try and defend their actions in some form or fashion. Most are Cop haters, imagine that.
My point, be careful what you defend or advocate, because other people realize this too.
