"Final time" is the amount of time that passed from the time of the starting gun until you cross the finish line. However, there are so many people running that it often takes two or three minutes to get to the starting line. So you are supplied with a "chip" that you tie to your shoe - the "chip time" then measures the amount of time from when you pass the starting line (due to an electronic sensor in a mat you run over) to the time you cross the finish line (once again, over a sensor.)
