The reason they mark the underground utilities is so that new underground construction in the area doesn't disrupt existing lines. If a company cut a power line to a major hospital or manufacturing facility, not gonna be cool.
Companies outsource "locating" and must usually give 48 hours notice before construction and I think have 12" error on either side.
