Some young up-and-coming gang enthusiasts will look to advertise their dominance by exposing tattoos, sending various messages to would-be rivals.
Mosts "tats" will be composed of various cuss words, threatening messages, or just sayings that are "inside" leaving ones mind to only guess what they might mean.
This young man is, obviously, a decendant of a gang origination from England.
His message to gang rivals is that he can beat you by merely speaking.

That just defies logic.
I'm pretty old and I think I came to understand logic in the course of fifty-something years. Nothing about this qualifies as logical.
But at some point in our liberal evolution over the last 50 years, accrued experience (logic) has been replaced by a discounting of old norms in favor of the whims of new young (educated) thinkers.
It's not working well, but nobody wants to consider whether it might not have been a good idea from the start, and, Damn! but this is gonna be hard to fix.
