I think there should be a law that everyone be on contraceptives UNTIL they can demonstrate their competence to procreate. They should then have to put up a bond (say $10,000) that would go towards the upkeep of any children if the parents prove incompetent. The bond would be returned with interest when the youngest child reaches 18 years of age. And I'm a liberal.
Not sure I understand what the problem is. Why would someone want to apply contraceptives to any wildlife in the first place? Its wildlife, not domesticated animals right? Those lawmakers have to cover everything. You know there are freaks out there.
Could the statute not simply refer to "wildlife"? Nothing like useless words to make a statute seem all official. The statute must be written by the same people who make flight attendants say "Welcome to wherever, where the current local time here is 6:00", instead of just "Welcome to wherever, it's 6:00".

I have ALWAYS believed having children is PRIVELEGE not a right. If people cannot PROPERLY care for them people should NOT have children. Well, I have lived there almost all my life. I really don't have a permanent residence though. I currently reside on Central st. Next week, who knows.I am very well acquainted with our law enforcement, court house officials, and local attorneys. Although I hate Decatur, I have been known to spend the winter there.A friend from Fort Worth gave me the link to this blog. I try to be civil, but I can't let people insult my home town. Hey, at least we're not a bunch of Boyd hicks.

I don't actually go there by choice. Last time I was there I had to pay 1000 dollars to leave. At least I got three hots and a cot.
Newark has many good people in their community! Their law enforcement is tough though...I was taking a leak one night beside a building and I got a ticket for exposure...they fined me $1,000...I thought $100 an inch was excessive!
