The truck driver is only under a duty to stop and render aid if he is involved in the accident.

You don't know what personal business he might have been on at that moment. Maybe he decided his concerns were more pressing than attending to a fool. That is his right. What if his wife was about to give birth? Or his Rottweiler had a thief cornered in his den? Perhaps he just knows he is not an effective person at dealing in emergencies and does everyone a favor by leaving it for persons more qualified than he. You don't know squat and calling him an idiot is uncalled for. It's not like there weren't a few hundred other people with cell phones around.

What was the guy in the truck suppose to do? Make a U turn and cause another wreck? Maybe he went to the next turn around and came back to check on the mustang driver.
