I'm no expert on "bagged up gas stations" (couldn't a professional journalist phrase it better than that?), but what prevents the water from creeping in under the plastic sheeting?

Generally speaking, the sandbags. No, the system won't keep the place dry as a bone, but it can greatly mitigate the volume of water - and silt - that enter the building.

TF, surface tension, I believe. The same physical property that allows you to fill you glass visibly higher than the top and have water sit on the rim. It wants to move together, not bits and pieces at a time, and with the weight of sand, rising water, while heavy, doesn't have enough energy to push itself under the tarps.
