Can any former or current cops out there enlighten me as to why an offense which should very obviously only be a fine turns into a full arrest?

She seems more asymmetrical than most. If you cover half her face, top to bottom, the right side (her left) is reasonably attractive; the left side (her right), not so much.

If you are stopped for a traffic offense, except speeding and having an open alcoholic container, you can be arrested and taken into custody for that offense. If you refuse to sign the promise to appear in court for the speeding offense, then you can then be arrested for speeding.

...or if you don't have a valid Texas driver license you can be arrested for speeding.

But usually you aren't. Unless your 4H club starts shooting up a restaurant.
