That was a helluva storm. Eyewitness reports of a tornado on the ground between Jacksboro and Chico earlier. Most of Chico is without power since about 6pm. Oncor said it may be after midnight before it is restored.
Every tornado is "on the ground"; or the water. If not, then it's not a tornado.
Oncor was fast. Power came back about 10pm.
