Texas "Move Over" Law

Ok, you see a cop ruining someone's day by stopping him on the shoulder. You are hauling butt down the highway. Any obligations? The law passed a couple of years ago states a driver must either (1) vacate the lane closest to the stopped emergency vehicle if the road has multiple lanes traveling in the same direction or (2) reduce his speed to 20 miles per hour below the speed limit. Texas Transportation Code 545.157

They had on the news last month where in Fort Worth they had a faked a cop pulling someone over and then were shooting radar to catch people not obeying the law. Most people they pulled over said they were unaware of the law. They got a ticket anyway.

As the traffic merged from my right, posted speed 65 mph, and observing (1) a police car, (2) an apparent citation victim, and (3) a motorcycle cop (sitting on a motorcycle ready to get someone) all of them lined-up on the left shoulder (a very wide one, at that) I REDUCED MY SPEED TO 60 MPH, as I was traveling in the the nearest lane. Guess What! I got pulled over by this Keller Cop, and he ruined my day by writing me a citation because I didn't slow down an additional 15 mph or MOVE OVER. WHAT? MOVE OVER LAW??? NEVER HEARD OF IT! Well, I have now. And dispite an exceptional driving record / history, I am now facing a $$$ $297.00 $$$, yes, 297 Dollars Fine.
Do you think there's even the remotest chance that they would advertise this law, or educate the traveling public as to this fact? I'm used to seeing the big orange signs that say "CONSTRUCTION ZONE! REDUCE SPEED TO 45MPH! TRAFFIC FINES DOUBLE WHEN WORKERS PRESENT!" But I repeat, I've never heard of the "MOVE OVER LAW!"
Yes, I'M MAD.
