A Dark Day For Poor Texas Women In Need Of Healthcare

Since I'm a bullet point kind of guy, let me try to explain.

  • The State of Texas provides funding to the Medicaid Women's Health Program (the "Program"). That program pays some of the medical bills of poor Texas women who qualify as in need of financial assistance
  • It pays for things like family planning, birth control, cancer screenings and annual exams.
  • The Program is funded by only 10% from the State of Texas and 90% by the federal government. The federal government's share is around $35 million. 
  • The Program does not pay for abortion services. (Read that three times. It's kind of important.)
  • However, 40% of the women assisted by the Program get their non-abortion health care needs from Planned Parenthood. That about 60,000 females. 
  • But although the Program has nothing to do with abortion, and the money the Program provides to Planned Parenthood has nothing to do with abortion, the Republicans in Austin all screamed "We've got an abortion issue here!!!!" 
  • So . . . your Texas Legislature, wishing to make some political hay out of thin air, created a rule (which became effective today) that it would not provide its 10% share to the Program if Planned Parenthood receives a single dime from the Program. 
  • The federal government, believing that to prevent Planned Parenthood from receiving funding from the Program is a violation of federal law, announced it would no longer provide its 90% to the Program if the Texas rule was allowed to go into effect. 
  • Today is D Day for the Program. Texas ignored the federal government's threat and will not provide its 10% of funds -- yep, those funds that have nothing to do with abortion. The federal government will now discontinue its $35 million to the Program. 
  • The victims, as a result of all this posturing, are poor Texas women. 
  • Rick Perry blames President Obama (surprise!) and utters the only thing he knows how to say when gets into a bind: "State's rights!"

Rick Perry and the Texas congress or essentially boycotting Planned Parenthood itself.

Even though "the program" in Texas may not specifically address abortion, and none of the money used are for abortion purposes, there is a fundamental moral standard that both Rick Perry and the congress are adhering to, which is the prevention of deaths to unborn children.

This isn't about taking money away from the needy woman in Texas, it's about out state having courage in its conviction to stand by its moral majority.

The likely result will be that the federal government will choose a diffent vessel to funnel the money through to get the woman the health care they need...just not through an association that advocates the killing of unborn babies - Planned Parenthood.

It seems to me the whole purpose of the program is to lower the rate at which poor women have children? With the exception of the pap smear and the testing for sexual diseases, all the other services are preventing said women from becoming pregnant. (And who would become a further burden on government with kids)

Seems to me that the 90% provided by the liberal messiah and his administration is far more important than the 10% provided by the Republican spawns of Satan. If you are going to be indignant at the Republicans you should be equally indignant at the federal governments response. But as usual it's a partisan response only from you. I agree that the cut of funding is a political move and is ridiculous but why is it that there are so many poor people that require government hand outs? I thought the economy was rosy and everyone was flush with cash? Nevermind. I forgot I was talking to a liberal wall. I'm sure if we just hang in there the current POTUS will start performing those miracles you liberals keep thinking he is capable of.

I haven't and I volunteer in the Health and Human Services field.
It would really be more fruitful if people on both sides of the political fence would be honest about the facts.

Planned Parent Hood provides abortions. You give them money in any form or fashion and it seems to me you would then be funding abortions? However Planned Parent Hood would lead us to believe that somehow they can separate their monies so that if the state gives them 5 million bucks they keep it in a separate pile to pay for things non-abortion related...

Like the light bill, oh wait those have to be on while a doctor is vacuuming out a fetus.

One hand washes the other no matter how many times they say separate it still all goes together.

Part of every penny Planned Parenthood receives goes toward abortions. Abortions are the #1 business of PP, its leading moneymaker. (#2 is government funding.) Planned Parenthood is an abortion factory. Claiming that "none of this money goes to abortions" is like buying a Filet-o-Fish at McDonalds and saying "none of my money goes to the purchase of beef." It's a specious argument which defies all logic.

Lubbock's Planned Parenthood office took another hit as its male CEO, Tony Thornton, was arrested for indecent exposure in an incident allegedly involving another man. Thornton apparently took PP's message "Don't mess with Texas women" literally.

Obammy is showing his compassion towards women by having his EPA put costly restrictions on coal powered plants causing them to shut down which in his own words will cause electricity rates to skyrocket and an energy policy that his own secretary of energy wants us to pay the same for gasoline as the Europeans. Obammy feels your pain though. Tell a poor woman with three kids and no baby daddy around that Obammy is fighting for her and her kids. @1:26: With nonprofits like that, there's not supposed to be any intermingling of funds.

Most of them have multiple funding streams. If Government Grant A is paying for Program 1 and Private Foundation grant B is paying for Program 2, you're supposed to be able to show that each only went for its own program.

Overhead expenses like the office lease would probably be on a % basis

Nonprofits typically have to have an annual CPA audit, and with a nonprofit as big as PP, it definitely would to continue getting government grants.

In reality, though - especially when you're getting a lot of private donations like this nonprofit is - it's tough to ever say that there is NO slippage between programs. I mean, the feds might pay for a pencil that a doctor is using on an abortion patient's chart.

Nevertheless, nonprofits are supposed to be answerable for the uses for which their grant money is put...

Again, those affected are mostly minority majority mexican nationals and welfare wards of the State. You ever see any free clinics or school supplies or whatever on the news, where the recipients were not all Black or Hispanic? They have been taught to depend on the hand-outs so they do. btw Rick Perry is a anal probe.....................

If you accept the money that Texas is giving you for Planned Parenthood practices; you cannot perform abortions. It is a requirement of the grant.

This means it is just political jockeying.

Plus, if you think you just saved Tax money, your wrong. Texas is still going to do the program (under another name), but will spend $35 million instead of $10.

1) If think the state shouldn't provide health care for poor women, you should say that. But this was done under the (false) guise of not funding abortions.

2) The M&O for Planned Parenthood's non-abortion services (97% of its services) and abortion services come from two different corporation. So no, the money does not comingle.

3) This will, of course, lead to more abortions because less women will get birth control and, thus, there will be more unplanned pregnancies. Pro life fail. The state will also spend *more* money on the children that result from the pregnancies that aren't terminated. Taxpayer fail.

Not everybody on the program plans on being there forever. My 22 year-old daughter is a single mom, working 30 hours per week at a discout retailer and attending college fulltime.

Yes, she could have aborted the baby. But, she took the harder route. In 2 more years she will be financially responsible annd will not depend on anything or anybody.

If you were in charge of the programs, she would not have the opportunity to become independent.

You don't necessarily make stuff up in this post, but I have a huge issue with what you leave in and what you leave out.

It pays for other things, too, that probably produce a different reaction in most folks than do the ones you listed.

I don't believe for one minute that anyone is reliably accounting for/reporting the funding sources/expenditures of Planned Parenthood. Or any other federal program. (Read that three times. It's kind of important.) If you do, then you don't have the discernment that I thought you had.

"the Republicans in Austin" are participating in this destructive posturing to the tune of 10%, the current administration and the Dems in Washington are participating to the tune of 90%, and are making their own "political hay out of thin air". 2 to tango, you know. Yet, you are mum.

I can't tell that you get heartburn over political posturing per se, but you regularly point it out in this venue when you perceive that Repubs or conservatives do it.

You blame only Rick Perry (surprise!) and respond in the only manner you know how, which is to mock/ridicule him without ever addressing the issue of state's rights. I am coming to the point of believing that you don't believe the states have these rights. Well, except of course, maybe when a Repub Congress or Admin is imposing something on us that you don't agree with.

adam - According to a lawsuit filed by one former director of a Planned Parenthood clinic, PP has ways of systematically and methodically hiding its financial hijinks. From court documents: "...Planned Parenthood Gulf Coast [of Texas] being aware of audits in advance, had historically pre-selected and purged client files to ensure the files appeared to be compliant with federal and state laws and regulations..." This same director claims that at least 40% of the claims for which Planned Parenthood was reimbursed were fraudulent.

1:16 - Were you offering a correction to 12:38? In this context, "physically" makes as much sense as "fiscally." My guess is that the word choice was intentional.

2:29 - What do you mean by "un-adoptable?" I've worked in the field of foster care; and while you are correct that orphanages are full of kids, as far as I know they are all adoptable. The problem is that there is no one that wants to adopt most of them. And you make a good point: perhaps Christians should be lining up to adopt. The original topic had to do with funding(money) being cut off. The "quit depending on everyone else to take care of you" on a topic regarding funding(money) would imply the issue is financial in nature, not related to ones body.

"Cut them off" would again imply the termination of funding since the original topic was regarding funding, not some dude's testes.

So in conclusion, fiscally, not physically, would have been the proper word choice.

I vote we pass a law that all males not in a committed relationship (in other words married) after their 18th birthday get a vasectomy cause non of them there women in Texas can "physically" take care of them self, they magically are getting pregnant and I think they need some help. Therefore I propose you men step up and help these poor women that keep getting pregnant cause they can't figure our how that keeps happening and maybe some of you men folk can......

RC - Yep, that's the one. She worked for and with PP from 2001-2009, in positions of fairly high authority. She had access to billing records and procedures, and was present at the meeting where the Big Bosses said, "Let's hope we don't get caught." The type of meeting where she and other directors were pressured to increase revenues (a/k/a "abortions.") She offers very specific information on exactly what, where, when, how and why fraudulent claims were processed and submitted, including dollar amounts. That's the one, all right.

I lived up north for several years(I know, major error on my part) and it wasn't uncommon from December to March to see stories on the news of elderly homeless people doing things like, throwing a brick through the front window of a business, just so they would be arrested and taken to jail. That way they had a bed, food and a roof over their heads instead of freezing and starving to death under a bridge on I-75.

What does it say about our society when we will spend $1 billion on an aircraft carrier, yet people of all ages here at home can't afford a good meal?
