Wise County Constable Tom Bishop Pursuing Car At Time Of Crash? Edit: Apparently Not



That's the word at the courthouse but no official confirmation yet. The Star-Telegram has identified both fatalities as Fort Worth residents (although one used to live in Decatur.)

WHY in God's Name did that constable not call to SHUT down 287put up a road block to stop this wrong way driver??!! Reports are the constable followed this driver for "quite a while" trying to get him to stop. That means there was TIME to at least TRY to get the oncoming (right way) traffic stopped! I heard him on the radio the other night. He had just cleared from a stop south of Rhome near the county line, and 20 minutes later he was pulling someone over East of Decatur by the Shell station on 380...He had to of been hauling butt to get there that fast.

Don't blame David Walker--totally separate elected offices. Sheriff has no say so over Constables, and vice versa. In addition, no one (except ultimately the voters) is Tom's boss, so all the people yelling for Wise County officials need to realize there is no direct control over Tom (except, again, the voters on election day).

In addition, I'm not a Tom Bishop fan by any means, but the story doesn't indicate he CREATED a dangerous situation, just that he was involved with trying to stop the wrong-way driver, and may not have even been able to prevent whaat happened. Let's not jump to "assumptions" (let alone "conclusions") :)

I've run into this constable a few times in bad weather on 380. He has no business being in the position of authority that he is in! He had no control over the situations he was in while he made threats to people and drivers that were stranded on the road! Tom (above the law) Bishop does more harm than good! He's a loose cannon with no control of his emotions! Lets get rid of him before someone you know is killed by this lunatic!

first of all..you people need to listen to a scanner to get the real story..I heard all of the radio traffic from the first call to 911 until the crash. it took several minutes to locate the wrong way driver because the lady who call was very shaken up and reported to 911 that the driver was northbound in the south lane, so all the cops thought the driver was north of Rhome until one of the cops was talking on a cb radio and confirmed that the driver was southbound in the north lane..so Bishop was traveling south into Tarrant co and came upon the crash..he was not in pursuit..no cop was at the time of the crash..get a scanner if you want real news day and night..you won't get in the messupper!!

Correct me if I'm wrong, but wasn't Bishop offered a new car along with all the other Constables at the start of his term? Didn't he turn it down and sell a used car he owned to the county for his use? Now, that car isn't good enough and he wants the new car after all?

Didn't he previously blow all his gas money patrolling and ask for more along with a fat raise?

Tom Bishop (or any other Wise
County law enforcement) was not chasing the driver of the vehicle who was driving the wrong way. The report to 911 was that the driver was going north when he was actually going south. The officers, including Tom Bishop, from Wise County were trying to find the driver to save lives. It is amazing that so many of you assume that Tom was in the wrong when he was not at fault in this accident in any manner. Just because you have heard bad things about him doesn't mean that they are true. He takes his job seriously and has more training than most of the officers in Wise County. You people need to quit finding fault until you know the whole story. How many of you making the negative comments are willing to put your lives on the line to protect and serve as an officer?

County Lines? You guys watch too much Dukes of Hazard. Do you want the police to stop at the county line if your child is being abducted. Think about it. I happen to have first hand knowledge about the accident as I was on scene. I was involved in attempting to locate the vehicle. Tom attempted to locate the vehicle. He was unsuccessful and that was no fault of his. You should have been at the scene and seen how all were affected by the tragedy. This was an awful thing and I know Tom is wondering if there was anything more that he could have done to prevent this.

By the way, did anyone know that Tom works 14 and 16 hours a day just as the Constable?

Did anyone know that the vehicle he is driving has over 130000 miles on it?

Did anyone know that Tom turned down a pay raise because other constables were not getting one?

Has anyone actually came out of hiding and asked Tom face to face about who he is? I was born in Texas and Texans get to the truth. Put your energy where your mouth is and approach the man and look him in the eye and ask him what you want to know. I think that you will learn something. Doing this will demonstrate that all you bloggers have a backbone.

It has always been amazing to me how many people in this County have opinions they consider the the truth, when in reality they know nothing of what really happened, or know nothing of the truth about me. Every negative thing I have read this evening about me is simply a lie. I have never done anything but try to help the citizens of this County and I have done it in a professional and courteous manner.
I realize that there are people who hate police (until they need one) and will take every opportunity they have to try to destroy them, but your trash talk doesn't upset me, because I know the truth as do the people I have come into contact within law enforcement over the past 23 years. I have always had the policy that regardless of the severity of the crime, I treat everyone as a lady and a gentleman until proven different. This has allowed me to make hundreds of arrests without ever having a fight.
How many of you that have written about this event have ever met me or even talked to me? If you think you know something that I'm doing that you don't like, at least man up enough to call me and discuss it, instead of hiding behind your keyboards with anonymous names.

The accident was caused by a man reportedly driving from North of Rhome, southbound in the northbound lane. I was one of the Officers looking for this individual, but never saw him, nor chased him. The first time I saw his pickup was when we stopped at the accident.
Channel 8 news called me this morning to verify the story, since they had heard that Channel 4 was incorrect in their reporting. When I verified what had actually happened, the reporter told me that they had received an Email from someone in Wise County that I had been chasing the vehicle.

So this is how this kind of nonsense gets started, one lie followed by more lies, written by people that are too cowardly to sign there names to the trash they wright and evidently just don't have a life.

For those of you that honestly don't understand what Constables do, and have accepted what the Commissioners would like for the constable to do, I will submit a separate posting with the duties of a Constable. As I stated earlier, If anyone has a problem with what I have done, or you think I have done, just call me and I will gladly discuss it with you.

I do not know Tom Bishop and have only heard of him on The Blog. From what I can tell, based on the tales, of molestation, told by Bishop's daughter, his proving he's just a wee bit over zealous by working 14 hour days and assuring he has little or no personal life, Tom Bishop has more issues than National Geographic. It is understandable that a large segment of Wise countians are coming to realize someone with as many personal demons that plague Tom Bishop might not be the best choice to fill a position like Constable.

One thing I do know is that RAB has one of the most professional Constables about whom I have heard nothing but good things. It stands to reason that the public would like to have their elected officials to be well thought of by ALL the public and more than explains why so many people have concern about Tom Bishop as Constable. Surely, even a Tom Bishop devotee, like you, can understand the public's concern about what might be described as the wackier and shiftier aspects of Tom Bishop.

It has always amazed me the number of people in Wise County that think that they know the facts of an event and actually have no firsthand knowledge about it. Everything that has been written about me during the accident of December 13 is a lie. I have never done anything but attempt to help the citizens of Wise County. I have always approached law enforcement by treating people as ladies and gentlemen until proven differently. This has allowed me to make sever hundred arrests over the last 23 years without incident.
On Monday night, December 13, I received a call from Wise county Dispatch to be on the lookout for a vehicle traveling south bound in the north bound lane of Hwy 287 in the Rhome area. I was listening to reports from both dispatch and CB radio traffic from trucks about the location of the vehicle while I was traveling south on Hwy 287. The first time I viewed the vehicle was when I arrived at the accident.
I was contacted Wednesday morning by channel 8 news. I was asked if what was heard from the channel 4 news, regarding my reported pursuit of the wrong way vehicle, was correct. I was told by channel 8 that an email had been received at channel 8 by a wise county resident stating something to the fact that I had been chasing the wrong way vehicle prior to the collision. Furthermore, this is the sort of nonsense that has led to misleading statements in this blog about the event as it actually occurred.
How many of you that voiced your opinion as of late have actually met me or spoken to me about any of your concerns? If you would contact me directly when you hear rumors about events, instead of hiding behind your computer with anonymous names, I would be happy to share the facts as they are.
Some seem to be adopting the erroneous idea that the commissioners have regarding the duties of the Constable. I will be submitting the duties of the Constable in a subsequent posting to this blog for those of you who are interested in those duties as outlined by law. These duties will also be made available to any citizen interested if they will contact me.

Also I was there at the court house when he requested a raise and only after it was pointed out that none of the other elected Constables were with him as a collective group requesting raises did he decide to not want a raise.

And finally your comment about "You Bitchers must be Yankees" really demonstrates the ignorant side of Wise County and says VOLUMES about you and the people who support Mr.Bishop.

If it was my wife that was killed by his actions I would bring a law suit against him the county and the leadership of the Republican Party.

I would very much like to provide my name, however, it would just take this into an area that could not possibly aid anyone and would be a great distraction as to why I commented. Please believe that my withholding my identify serves the purpose of the greater good as I am not bashing anyone, just attempting to have persons take an objective look at the situation and the reports passed out in error. I am sure that society has not degraded to a point that we only consider the negative and find no good. I have looked long and hard and have found few that I can trust. I know that if you will sit back and take a look at where you got your information and then question that information, even our elections would be better thought out. If you don’t like someone, that ok. Pull up your big girl panties and act human about the issue. I happen to know the problems that faced Tom in the past. I have personally looked into each one of them with the utmost scrutiny and found them not to be true. Persons have apologized for comments made for reasons that I will not get into. I am sure that we all say or attach someone from time to time and wonder in our hearts why we did that. Self check. What did your mother teach you? I am pretty sure that unless you came from a TWISTED family, she did not teach you to sit around and bitch. Vote and Vote from the Heart. Listen and you shall learn. Watch and you will see. Ask and you shall know. I know this for a fact. These are 3 things that will provide you a better life. It is much easier that having this alarmist attitude that provided no solution.

•Preserve the peace and good order of their precincts, and other precincts within the county To arrest, where authorized by the provisions of the Code of Criminal Procedure, offenders against the Penal Laws of the State of Texas, taking then without delay before the proper Magistrate or Court to be tried. To interfere without Warrant, to prevent and suppress crime within their precincts, and other precincts within the county. Arrest offenders without warrant in order that they may be taken without delay to a Magistrate or proper court for examination or trial.

It is apparent to me that the problem is not the duties of a constable; but, just plain old Wise county personality conflicts. Tom, I think you stepped on the wrongs toes, probably a long time ago. I really don't know this as fact; but, I know how the people are around here. I believe there is a naughty list they live by. If you cross the wrong people you are on that list. I'm sorry you have to deal with it. I've never met you; but, I think if I needed your help you would be there for me if you could. Good luck Tom; and, thanks for your service.

MzCrap - The fact is Pct. 4 has a constable. As I said, RAB DOES NOT.

That is like saying RAB has a sheriff because RAB is in Wise County.

9:20 Your the doofus. RAB does have a constable since they are in Pct. 4, and a Sheriff since they are in the County. The Sheriff has jurisdiction anywhere in this County as does the Constables. Doesn't matter wheather it is a City or not. Geeezzee!

Tom, the issue most of us have with you is your over-zealous, deputy dog, above reproach ways of conduct.

Every single time I see you on the highway, you are speeding, not just a little, but excessively. We don't need you writing tickets to those of us going 3-5 over the speed limit, we don't need you writing speeding tickets at all. There are plenty of academy-trained officers to do that. We don't need a flunky, wannabe over-exercising his/her authority as some sort of macho, "I'm the man", Boss Hogg thing. Jeesh, Dukes of Hazard ended a long time ago.

Next time you write a ticket, oblige us and write yourself one.

The volunteer firefighters of wise county would like to ask you to stop parking in the middle of our accident scenes when you don't have any business there. If you insist on coming to the accidents please park several hundred yards up the road and control traffic to help avoid another wreck.

I have read your biography on your website. You were a pilot until retiring in 1997. Yet you claim to having 23 years experience in the law enforcement field. My husband is a pilot. Granted he has 4 days on and 3 days off. It gives him free time, but not enough to do anything more than dabble in another field. Except for your claim to 4 years as a police officer, it appears that law enforcement was your HOBBY for 19 years.

It actually scares me to hear that you have decided to be the patroller of 380. One night (~ 10 pm) about 6 weeks ago, I was traveling back to Decatur with a friend. Apparently something "important" was happening. A patrol car was traveling at an extremely dangerous speed from the other direction. It passed a car in OUR lane, forcing us off onto the shoulder. There was no siren, just flashing lights. Several other police cars later headed in the same direction, but passed with more caution and at a slower speed.
You need to drive as if YOUR family is on the road.

Sec. 86.021. GENERAL POWERS AND DUTIES. (a) A constable shall execute and return as provided by law each process, warrant, and precept that is directed to the constable and is delivered by a lawful officer. Notices required by Section 24.005, Property Code, relating to eviction actions are process for purposes of this section that may be executed by a constable.

(b) A constable may execute any civil or criminal process throughout the county in which the constable's precinct is located and in other locations as provided by the Code of Criminal Procedure or by any other law.

(c) A constable expressly authorized by statute to perform an act or service, including the service of civil or criminal process, citation, notice, warrant, subpoena, or writ, may perform the act or service anywhere in the county in which the constable's precinct is located.

(d) Regardless of the Texas Rules of Civil Procedure, all civil process may be served by a constable in the constable's county or in a county contiguous to the constable's county, except that a constable who is a party to or interested in the outcome of a suit may not serve any process related to the suit. All civil process served by a constable at any time or place is presumed to be served in the constable's official capacity if under the law the constable may serve that process in the constable's official capacity. A constable may not under any circumstances retain a fee paid for serving civil process in the constable's official capacity other than the constable's regular salary or compensation. Any fee paid to a constable for serving civil process in the constable's official capacity shall be deposited with the county treasurer of the constable's county.

(e) The constable shall attend each justice court held in the precinct

On December 7th, the 2011 County Budget had to be amended to add additional expenses. Sheriff Walker had to ask for additional Funds to add Two new County Deputy's to serve the backlog of warrants that had not yet been served. Something from which I understand is Part of what Tom Bishop is responsible for doing.

Is their a reason why this constable wants to cost the taxpayer this additional expense?

Correct me if I’m wrong, but aren’t elected officials service only to the area that they were elected? If a mayor is elected for Decatur, would he have power or control over the city of Bridgeport? So, if a constable is elected in Wise County, does he have power or control in Travis County?

His statement really cleared the air. Anyone that would make the statement "Everything that has been written about me during the accident of December 13 is a lie." is an idiot and a moron. What about the few that took up for him, are they lying too? Or, is it just the people that said things he didn't like. And, as for how he got in office, he snuck in. He never had big public public announcements that he was running. He just quietly ran, hoping that what did happen, would happen. Pretty underhanded and sneaky. Kind of like in Dallas when they voted for the big hotel around the AAC, "no means yes". If you can't look people in the eye and tell them what you're doing, maybe you shouldn't be doing it.

out of all his police experience this is the only one that paid him more than $1 dollar. the rest was so he could dress up in riot gear and drive around in HIS old red pickup. ask him how may years was spent for FREE to be a cop. How many years the county let him work around here.

Tom Bishop was elected due to Republican straight party ticket voting encouraged by the leaders of the local party. Too many people have written about the Precinct 1 constable driving wrecklessly during a chase to give someone a traffic ticket. The mother posted on this thread how the constable went through an intersection without stopping and almost hitting the side of the car where her baby was. Unfortunately the constable does not see the danger. We have the DPS and the Sheriff's department for traffic duty.

The leaders in the local Republican party should find a candidate NOW to run against Bishop; even if they have to go to Dennis Hudson to ask him to switch parties in order to take this dangerous man off our roads.

Voters in Precincts 2, 3 and 4 had NO voice in the election of Tom Bishop, but we all drive Hwy. 287 and Hwy. 380 and our famailies will be traveling the roads during the holidays.

Tom Bishop is NOT listening to us. The Republican party leaders need to get his attention and let him know he will not have their support in the next election so his days or numbered. And during the 2 years left, he should start delivering warrants and leave the traffic stops to the Sheriff and the DPS.

Next time, before you tell people how to vote, make sure you have canidates worthy of the vote.
