Crazy Video With No Context

At first I just thought it was attack dog training with a guy who wasn't paying attention, but the guy who was on the receiving end of Rocket Dog's surprise attack wasn't wearing safety gear. Not sure what is going on here.

(But the other guy's expression at :06 was pretty funny.)
