That car doesn't need a sticker or tag. The handicap is implied.

It is still painted on the concrete to show that it's handicap
next to a loading area and painted on the ground.
It's a legal parking spot, formally known as handicapped.
The blue square is still there(their/they're) but the sign and wheelchair symbol are gone.
This copper is parked legally. I do question the diet though, not healthy.
It is a space specifically designated for the Blue Haired Knuckler that has no impairments.
Call me skeptical, but usually the handicap parking is next to the door. Boy you really do hate the DPS don't you Skippy?
Handicap spot is not always by the door---sometimes it's next to an area with a little extra room to allow for a wheelchair ramp on a van.

I'm gonna go way out on a limb, but I'd say the handicap requirement was met long ago.
DPS cars now have a specific lic. plate that is the unit number. Not the normal Texas exempt plates that are run on everything else.
