Apparently this happened at a hockey rink and he had just come out of a rehersal...not a planned meeting. As per the Bieber's response to all the flack.
If I was the PM I would give him a swift kick in the arse, slap him upside the head, knock off that stupid cap, and tell him to dress like he has more sense.
