Vice President Joe Biden told supporters that Republicans would “put y’all back in chains,” during a campaign speech Tuesday in Danville, Va.

Biden was introduced at the campaign event by Center for American Progress Action Fund president Tom Perriello, who called Biden “the conscience of our nation’s capital.”

Or perhaps he used the awkward "unchain Wall Street" phrase as a convenient crutch to once again introduce race and slavery into the minds of the crowd.
Biden is referring to Republicans (specifically the 2 white guys in the race) not Wall Street when he said "THEY'RE going to put ya'll back in chains".
It is shameful and just plain stupid for anyone to make those statements -- much less someone who holds the office of Vice President of the United States.
Let's just say he was. It would sure be awful for the banks to require people to be able to pay for what they get a loan for.
Shame shame on Romney for suggesting the banks do this.
