I looked at a map of this area of California and observed that almost all towns and landmarks carry Mexican names. San Miguel is over 60% hispanic. What do you expect from a 14 year old illegal Mexican boy. American laws mean nothing to them. Their age of concent is 12, no matter what side of the border they are on. The Mexican culture dominates San Miguel, regardless of what the law says.
