the reason no one saw anything is that the ATF was the ones that thru it over the side so that the drug cartels could find it however as always they goofed up and dumped it in lake bridgeport and not the gulf part of operattion fast and screwed up

Using lift bags to get it to the surface would have been possible, but you still have to get it out of the water....surface or 25' down, still the same.
