I love how the reporter said, if people were going to be getting out and driving make sure you scrape the WHOLE windshield!!

Here is the REAL reason, I know because I live in a sub-division where the requirement is to park in your garage (thereby eliminating snow build-up) 80% of people have $20.00 worth of shit piled in there garage while the 20-30 thousand dollar car sits out in the weather!Sometimes the only intelligence you can find is while looking through a microscope.
It was likely the fault of the BMW's driver. Two eye holes is typically all you need for your windshield.
