Thanks to your Texas Legislature, there are now 1.2 million Texans running around without a driver's license and without liability insurance (which impacts you if you happen to get hit by one of them.)

Sounds to me like the state just needs to get better at the collection side. Maybe they need to jail these 1.2 million folks that refuse to pay or give them the choice to pay-up or do community service. How many of these 1.2 million cannnot pay simply because they will not change their lifestyle and spend the money on other things?
The laws are fine the just need to follow it through and hold everyone accountable.
Why is liability insurance mandated? Why can't we all just insure ourselves? Each driver could have an insurance card that insures whatever vehicle we happen to be driving. Those who (stupidly) didn't want to have insurance could do without. Those who did want insurance would be covered. Can someone explain how the current liability insurance requirement is better?
The current liability law is better because it requires YOU to carry insurance for the bodily injury and property damage YOU do to someone else. If you don't want YOUR car covered for what YOU do do it, you don't have to.
So flip your perspective 180 degrees. If I run a red light and t-bone you in an intersection, demolish your car and put you in the hospital for two years, are you prepared to cover all those expenses yourself? Wouldn't you like me (and my insurance company) to be responsible instead?
118 - Of course I want someone else to pay my bills. Who wouldn't? Using your example, however, what if you are not insured? I have put my welfare in your hands. My suggestion eliminates you as a factor in my expenses and if they're covered or not. (By the way, my suggestion is simplistic and not particularly well thought out. I'm sure there are good actuarial reasons for the current program. But I truly don't understand.)
