Isn't the guy at right on the phone? Maybe to 911? Maybe the patrons also knew the guy is a cop and chose not to get shot.

More information:
The other patrons knew that the guy was an off-duty cop, so were unsure if he had a gun or not.
The bartender was protecting the other patrons, some of whom the bartender had harassed and put in headlocks earlier.
A man jumps in to help the girl. Period, end of story. Cop or not, six foot ten or not, a man jumps in and is all over this drunk in two seconds. For a man, it is not something you even think about, it is instinctive once your mind is able to process the situation and you realize some creep is attacking a girl.
