The idiot kid did something, and Tigger was reaching around simply reacting to what he felt or thought he felt. It is NUTS that the person in the Tigger costume is suspended. I think pain and suffering should roll up to a couple million. That poor park guest looks pretty traumatized and injured, and now probably will go gay as a result. Loss of the ability to father his own kids, for fear that one day they will fall victim to Pluto or Pooh or Nemo.
I agree with the fact that the kid did something. His hand is behind Tigger, and it's obvious that Tigger is reacting to somethingand reaching around, not "throwing a punch". Just because the hand contacted the kid's face doesn't make it a punch. How stupid.
