Your 9:45 link indicates part of the problem is the large number of "private contractors" working there. Most don't realize that we have thousands of these "mercenaries" working with (and against) our military forces at great expense to us and great profit for them. I think their numbers and costs should be included in our troop counts and the real cost of these wars. Bush talks of troop reductions but they don't say were sending in more civilian mercenaries to replace the troops. These wars are much messier than even the “liberal” press has been able to describe.

Cost of the war: Do you remember the $9 billion that went missing in Iraq? Bush whipped up a "signing statement", one of those 750 Presidential findings that was revealed in April by the Boston Globe, which neutered the audit by declaring anything to do with the Pentagon a classified security issue! Therefore we will never know what happened to that $9 billion UNTIL, of course, after the November elections. : )
