I don't know which aspect of this story is most disturbing. The fact that a superintendent placed a video camera in a woman's restroom or the fact that a superintendent (who must obviously have their PhD) was STUPID enough to pay for said camera with the school's credit card!
But the PhD is probably in education - and you know what that's worth! This guy's head just can't be on straight. Was there no other indication that he was goofy?

Betcha a dollar he's a ex coach. Lots of small schools superintendents do not have their PhD. Just another educated idiot.
If he's an ex-coach - he's likely a very much under-edcuated typical coach idiot/
