i would guess she withdrew as any loyalist to the bush administration would under the guise of what the confirmation panel was going to try to do.

Of course it was his decision. She is a loyal friend and advisor. She would not have stayed and fought if he did not want her to, nor would she have withdrawn if he didn't want her to.
Bush crumpled under the weight of his right wing religious "supporters". His administration is vastly weakened by the mess in Iraq, the Social Security scam, CIA-gate, FEMA/Cronie-gate and the polls that show him at record low approval numbers. The goofy pick of Meirs just wouldn't float. Now, just wait to see who's next on the nominination list (obviously less qualified as Harriet, he said, was the MOST qualified).
Now if we could just get Shrub to resign.
I better clear my calendar cause I am expecting to be nominated. Anyone want to clerk for me???? Surely this job isn't limited to only lawyers...

No one is in position to criticize her decision. Ultimately, it was her decision. Bush is loyal to those he supports.
